The European Union has launched one of the most significant transformations of its customs system in recent decades. The new Union Customs Code (UCC) lays the groundwork for a more digital, coordinated, and data-driven model, with the goal of simplifying foreign trade operations, improving risk management, and strengthening controls at European borders. <\/p>

A single customs entry point<\/strong><\/p>

One of the main changes will be the creation of the EU Customs Data Hub.<\/strong> This platform will enable the gradual centralization of information related to imports and exports, replacing the current environment consisting of multiple national systems. <\/p>

For businesses, this will mean moving toward a model in which information can be provided just once through a common interface, reducing duplication and administrative burden. In addition, customs authorities will have access to shared, up-to-date information to improve risk analysis and focus inspections on transactions that pose a higher risk. <\/p>

The Data Center will begin to be used for e-commerce in July 2028<\/strong>. Starting in 2031, it will be available on a voluntary basis to other operators, and in 2034, it will become the mandatory customs entry point for all operators. <\/p>

New European Customs Authority<\/strong><\/p>

The reform also establishes the European Union Customs Authority (EUCA)<\/strong>, headquartered in Lille, France. This agency will be tasked with strengthening coordination among the customs authorities of the member states, promoting a common risk management approach, and managing the future Customs Data Center. <\/p>

The goal is for European customs authorities to act in an increasingly coordinated manner in response to fraud, non-compliant goods, and other risks associated with international trade.<\/p>

More benefits for trusted operators<\/strong><\/p>

Companies with transparent supply chains and high levels of compliance will be able to benefit from the new \u201cTrust & Check\u201d<\/strong> model, which provides for simplified procedures and fewer inspections for certain operators deemed reliable.<\/p>

The reform thus aims to achieve two objectives: to facilitate legitimate trade and to focus controls on higher-risk transactions<\/strong>.<\/p>

Major Changes in E-Commerce<\/strong><\/p>

E-commerce is another major focus of the reform. Starting July 1, 2026<\/strong>, a customs duty of 3 euros will be applied on a transitional basis to certain categories of items included in small shipments valued at up to 150 euros. In addition, the EU will introduce a new processing fee for small packages. <\/p>

It also increases the responsibility of platforms and sellers from third countries for complying with customs formalities and paying the applicable duties.<\/p>
