The REX system replaces EUR.1 in EU–Mexico trade: keys for exporters
The modernization of the trade agreement between the European Union and Mexico introduces relevant changes in the certification of origin of goods. One of the most important is the disappearance of the EUR.1 certificate as a valid document to benefit from tariff preferences, giving way to the REX (Registered Exporter) system.

What does the end of EUR.1 in the EU-Mexico agreement imply?
With the entry into force of the EU-Mexico Modernized Agreement, the EUR.1 certificate is no longer used as proof of preferential origin. From that moment on, the origin of goods must be declared by means of a declaration of origin made by an exporter registered in the REX system, except for shipments whose total value does not exceed 6,000 euros.
The new framework seeks to simplify procedures, strengthen traceability of origin and streamline bilateral trade, in line with other trade agreements already in force in the European Union.
What is the REX system and how does it work?
The REX system allows exporters to self-certify the origin of their products, eliminating the need to request physical certificates such as EUR.1. Once registered, the exporter obtains a unique REX number, which must be included on the invoice or commercial document accompanying the goods.
This system not only reduces administrative burdens, but also offers greater operational flexibility to regular exporting companies.

The registration process in the REX system involves:
- File the application for registration with the competent customs authority.
